Rural Economic Development Scheme (SPED) is a collaboration financing programme with Ministry of Rural Development aimed to provide Bumiputera SME entrepreneurs in rural areas the opportunity to sustain, expand and develop the business to the next level of success.

  • Business operated in rural area identified by KKLB.
  • Business must be 100% owned by Bumiputera.
  • The Company must be registered under the Companies Commission of Malaysia Act 2002 or Co-operative Societies Act 1993.
  • Business license obtained from local authority.
  • Business premise must be separate from residential

  • ​Commodity Murabahah Term Financing-i (CMTF-i)
  • Commodity Murabahah Revolving Financing (CMRF-i)
  • Ijarah Thummulbai' (ITB)
  • Kafalah Bank Guarantee

Margin of Financing

Fixed Asset Up to 90%
Working Capital Up to 100%

Financing Limit

  • Up to RM250,000 per application (Note: Maximum per customer is RM500,000)

Financing Tenure

  • From 3 to 7 years (not inclusive of 6 months grace period)

Profit Rate

  • 5% per annual


  • Fixed asset to be financed
  • No collateral for working capital financing
  • Joint and several guarantees of directors/shareholders or corporate guarantee
